The Cap is behind the right side small \"Glove box\", You have to pull the hinge pin on the left side to remove it. I replaced the pin with a plastic trim pin.
My RX260 I put together in a snap but I\'m a scooter mechanic and can see how someone with less exp. could have a hard time.
After the Motoman break-in I got 80mph out of mine.
