That is an accelerator pump. It uses a small diaphragm to squirt more
gas into the carb when the throttle is opened quickly to prevent
hesitation on fast acceleration. If its bad you would get the
hesitation, but unlikely to have the problems you mentioned. Sounds
like your mechanic is not familiar with bike carbs (esp CV types).

Page 60 in Servicemanual1.pdf is correct . Ignore page 64, it is
mismarked and points the the air cutoff valve while calling it the

Wow thanks for the link to the manual, that is perfect. Recieved new
carb today, put it on and it runs like a new scooter again. Now with
this manual I can tear into the old one and see what gives. Thanks
again.

Check the piston diaphragm page 61 for tears or a hole.
