I see that the item I was asking about is a vacuum fuel pump. I
applied vacuum to this and fuel flows out fuel line. Filled up bowl
and scooter starts and idols fine again. But still has same
pulsating/ no power when throttle is applied. Ran two blocks at low
throttle and barely made it home, almost like fuel was used up from
carb and ran dry??? Could this vacuum pump still be going bad? Would
it be worth the extra $$ to get the micro electric fuel pump and
replace the stock one? Thanks

you pull that line off and the one line form the carb off and suck on the
front line fuel should flow form the carb line if not then your petcock
coudl be fualty

David,

There is a vacuum line to the gas valve.( there are 3 lines to this valve. 1 from the tank, 1 fuel to carb, and 1 vacuum from the carb) You can check the valve by disconnecting the vacuum line at the carb, disconnecting the fuel line at the carb and put a vacuum (suck) on the vacuum line. The suction should open the valve and fuel will run. If it doesn’t, either the valve is bad or there is another block in the fuel line somewhere. Or maybe the vacuum line has disconnected and makes the valve inoperative. But if the carburetor isn’t getting gas, it’s probably the lines or valve.

It\'s not a vacuum pump, it\'s a vacuum actuated valve, and I doubt
very much if it\'s going bad based on the results of your test. These
bikes are gravity fed and do not need a pump.

If you start the bike, then take off the air filter does it get better
or worse?
If worse, I would check the manifold to make sure there are no leaks
or cracks. Could also be you have a weak spark so double check all
spark plug cable connections.
If it gets better, you could have a blocked air filter (dust or oil).
Since the issue seems to be above idle, it could also be your main jet
is still blocked or the float level is too low (latter would me more
unusual since floats tend to go other way over time).
